Allows cities or counties to reduce their regional housing need obligation by the number of housing units built between the start of the projection period and the housing element adoption deadline.

Requires jurisdictions that reduce their obligation under this provision to document in the housing element the methodology used to assign built units to income categories based on sales price, rent levels, or other affordability mechanisms.

Maintains existing provisions allowing substitution of up to 25% of site identification obligations through provision of affordable units with committed local assistance for very low and low-income households.

Applies accountability measures requiring cities and counties to report progress on providing committed assistance units by the third year of the planning period, with penalties for non-compliance in future planning periods.
