Authorizes the Board of Governors of the California Community Colleges to establish a competitive grant pilot program to evaluate public-private partnerships between community college districts and private entities.

Partnership model aims to promote business development and job creation for early-stage ventures, leverage community college infrastructure and entrepreneurship programs, and coordinate local business funding and internships.

Partnering districts and private entities must enter into agreements defining program administration, scope, timeline, stakeholder engagement, financial contributions, and responsibility for preparing findings.

Upon program completion, participating entities must prepare a written summary and recommendations posted on the community college district's website, with the district notifying state officials within 30 days.

Pilot program is contingent on legislative appropriation or sufficient private funding, whichever occurs first, and automatically repeals on January 1, 2016.
