Extends indefinitely the requirement for legal owners to maintain vacant residential property acquired through foreclosure, with civil fines up to $1,000 per day for violations, after providing at least 14 days' notice and 30 days to remedy.

Prohibits enforcement agencies from commencing actions on foreclosed residential properties for at least 60 days after a person takes title, unless an immediate threat to health or safety exists, if the owner is diligently abating violations.

Requires entities releasing liens on foreclosed properties to notify the enforcement agency within 30 days if a notice of pendency of action has been recorded against the property.

Authorizes courts to require property owners to pay all unrecovered costs associated with receivership appointments in addition to other remedies when owners fail to comply with abatement orders for substandard buildings.
