Amends Health and Safety Code Section 50832 to allow cities and counties to apply for both economic development and general program grants in the same year under the federal Community Development Block Grant Program.

Establishes maximum grant request limitations determined and announced by the Department of Housing and Community Development in the Notice of Funding Availability (NOFA), with specified annual caps on amounts used for general or economic development applications.

Allows waivers of economic development allocation limitations based on available funds remaining after September 1 of each year.

Requires the department to evaluate all applications (except those in Section 50832.1) on a first-in, first-served basis and develop project standards meeting federal statute requirements and National Objectives.

Permits jurisdictions to submit multiyear proposals with a duration not exceeding three years.
