Requires the Franchise Tax Board and State Board of Equalization to jointly conduct a study and deliver a report to the Legislature by January 1, 2014 on the cost of administering their respective taxing functions under the Revenue and Taxation Code.

Mandates the study determine the cost to taxpayers of compliance with Revenue and Taxation Code provisions administered by the Franchise Tax Board and State Board of Equalization.

Requires the study to calculate the amount of revenue being lost by California's economy due to its complex tax system compared to a flat tax system.

This section is repealed on January 1, 2017 pursuant to Government Code Section 10231.5.
