Prohibits first-line service providers from charging dealers more than $22 for providing license plate processing, postage, and related services authorized under Vehicle Code Section 1685.

Allows the director of the Department of Motor Vehicles to increase the $22 maximum charge through regulation if determined to be insufficient.

Maintains existing dealer document processing charge caps at $80 for dealers with a private industry partner agreement and $65 for dealers without such an agreement.

Declares the act an urgency statute that takes effect immediately to establish reasonable electronic filing charges for vehicle dealers.
