Requires the Department of Water Resources to include an analysis of water affordability and possible mechanisms to address affordability of drinking water and wastewater services in updates to the California Water Plan.

Mandates the department identify water systems currently struggling to meet federal affordability benchmarks and determine factors contributing to high costs in these systems.

Requires assessment of existing low-income water affordability programs and proposal of subsidization programs for high-cost communities.

Defines high-cost communities as systems serving disadvantaged communities (median household income at or below 80% of state median with water rates exceeding 2% of income) and communities where more than 10% of population spends over 2% of income on water.
