Requires regional center planning teams to consider the Employment First Policy when developing individual program plans for transition age youth and working age adults.

Mandates regional centers provide consumers age 16 and older with information about the Employment First Policy, integrated competitive employment options, and available services and supports for transitioning from school to work.

Establishes Employment First Policy as state priority giving integrated competitive employment the highest consideration for working age individuals with developmental disabilities, while preserving consumer choice and existing service entitlements.

Authorizes the State Department of Developmental Services to request information from regional centers regarding their current and planned activities related to implementing the Employment First Policy.
