Requires the Energy Commission to evaluate and recommend policies to overcome barriers to deployment of geothermal heat pump and geothermal ground loop technologies, in consultation with the Public Utilities Commission, cities, counties, and other stakeholders.

Mandates the Energy Commission consider quantitative benefits and costs to ratepayers including energy efficiency gains, reduced air pollution health impacts, and greenhouse gas emission reductions from these technologies.

Requires evaluation of existing statutory and permit requirements, and other legal impediments, that currently restrict the use of geothermal heat pump and ground loop technologies.

Requires assessment of how these technologies impact California's compliance with the California Global Warming Solutions Act of 2006 and the state's energy efficiency goals.

Mandates the Energy Commission include all evaluations and recommendations in the integrated energy policy report required to be adopted for calendar year 2013.
