Requires health care service plans and health insurers to annually report specified information to their respective state departments, commencing on the date health plans are required to report under federal law, including claims payment policies, financial disclosures, enrollment/disenrollment data, denied claims data, rating practices, cost-sharing information, and enrollee rights

Directs the Department of Managed Health Care and Department of Insurance to work together with stakeholders to determine reporting format and manner consistent with federal law and to avoid redundant reporting

Authorizes the Director of the Department of Managed Health Care and Insurance Commissioner to adopt rules and regulations necessary to implement these provisions, and permits them to waive duplicative reporting requirements or modify timeframes until January 1, 2016

Requires both departments to publicly report the data provided by health care service plans and insurers on their websites and to consult with each other to ensure reported data is comparable and consistent

Exempts the state from reimbursing local agencies or school districts under the California Constitution because costs incurred result from creating new criminal penalties
