Excludes the value of licensed motor vehicles from consideration when determining CalWORKs eligibility for applicants and recipients, removing existing requirements for assessing vehicle value.

Deletes multiple existing vehicle exemption categories (income-producing use, long-distance travel, transporting disabled family members, etc.) and the $4,650 fair market value threshold for vehicles.

Removes the automobile exemption limitation from CalWORKs program eligibility, which previously allowed retention of one automobile with maximum equity value permitted by federal law.

Declares that no appropriation shall be made under existing continuous appropriation provisions for CalWORKs aid grant costs to implement this bill.

Requires state reimbursement to local agencies for any costs mandated by this act if the Commission on State Mandates determines such costs exist.
