Redefines travel insurance to include coverage for trip interruption/cancellation, baggage loss, accommodation/vehicle damage, and sickness or death during travel, excluding major medical plans and damage waiver contracts.

Authorizes the Insurance Commissioner to issue limited lines travel insurance agent licenses to organizations transacting travel insurance through travel retailers, replacing previous railroad and common carrier-specific requirements.

Requires licensed agents to maintain registers of authorized travel retailers, ensure employee training at least every three years, provide specific consumer disclosures, and clearly identify the agent in all marketing and fulfillment materials.

Allows the Commissioner to take disciplinary action against licensed agents for violations by travel retailers or their employees, including directing corrective actions, revoking retailer authorization, or suspending/revoking the agent's license.

Establishes new application and renewal fee structure determined by the Commissioner to cover implementation costs, replacing the previous examination waiver system.
