Authorizes the Ronald Reagan Centennial Capitol Foundation to plan and construct a statue of Ronald Reagan in the State Capitol Building Annex in consultation with the Department of General Services.

Requires the Department of General Services to review preliminary designs, ensure ADA and safety compliance, approve California Environmental Quality Act documents, and inspect construction.

Prohibits construction of the statue until the Joint Committee on Rules approves the plan and both the Joint Committee on Rules and Department of Finance confirm sufficient private funding is available for construction and maintenance.

Requires all planning, construction, and long-term maintenance of the statue to be funded exclusively through private donations to the Ronald Reagan Centennial Capitol Foundation.

Mandates the Foundation sign a maintenance agreement with the state outlining its responsibility for long-term upkeep due to aging, vandalism, or relocation.
