Authorizes school districts with necessary small high schools to include grades 7-8 average daily attendance and instructors in funding calculations for the 2012-13 fiscal year if they did so in 2011-12.

Defines necessary small high schools as those with average daily attendance under 301 that meet prescribed conditions.

Requires the Superintendent of Public Instruction to report to the Legislature by February 1, 2013, with recommendations for revising the definition of necessary small schools and reforming their funding formula.

Mandates school districts using this provision to pursue any funding deferral exemptions they are eligible for.

Takes effect immediately as an urgency statute.
