Increases the reduced penalty for vehicle equipment violations upon proof of correction from $10 to $25

Applies to equipment violations including failure to properly display a license plate that are issued by parking control officers

Penalty reduction to $25 applies only to license plate violations if valid license plates were issued for the vehicle at the time of violation

Requires 50% of penalties collected for registration or equipment violations to be paid to the county for remittance to the State Treasurer, with remaining 50% retained by the issuing and processing agencies

Amends Section 40225 of the Vehicle Code
