Authorizes school district governing boards to establish a school police department under supervision of a school chief of police, separate from existing security departments.

Allows school districts to employ peace officers as defined by Penal Code Section 830.32 to ensure safety of school personnel, pupils, and property security.

Requires chiefs of security and school chiefs of police to have either prior employment as a peace officer or completion of an approved peace officer training course by January 1, 1993, or one year after initial employment, whichever is later.

Specifies that only school district security departments are supplementary to city and county law enforcement and are not vested with general police powers, distinguishing them from school police departments.

Permits school districts to assign school police reserve officers who are deputized to school sites to supplement school police officer duties.
