Requires California Department of Corrections and Rehabilitation to use less expensive medications as determined by the statewide pharmaceutical program, when available, in prison pharmacy services.

Allows prescribers to override the less expensive medication requirement by writing "dispense as written" on prescriptions or electronic prescription forms.

Authorizes the department to establish a centralized pharmacy distribution center to package, label, and distribute medications to all correctional facilities for cost savings and efficiency.

Requires the department to report annually to the Legislature (March 1 of each year through 2016) on pharmacy program establishment, cost savings achievements, centralized distribution center operations, and prescription drug costs.

Establishes a multidisciplinary statewide Pharmacy and Therapeutics Committee to develop formularies, standardize medications, review prescribing errors, and evaluate medication therapies for department facilities.
