Replaces terminology throughout California state law, changing "mental retardation" and "mentally retarded person" to "intellectual disability" and "person with an intellectual disability"

Amends over 60 sections across multiple state codes including Education, Health and Safety, Government, Penal, Welfare and Institutions, and other codes to implement the terminology change

Clarifies legislative intent that the terminology change shall not alter coverage, eligibility, rights, responsibilities, or substantive definitions in the amended provisions

Known as the Shriver "R-Word" Act, reflecting the intent to eliminate stigmatizing language while maintaining all existing legal protections and services

Provides that future statutory revisions reflecting the terminology change should occur only during other necessary amendments to minimize state costs
