Prohibits consumer credit reporting agencies from charging any fee to consumers 65 years of age or older for placing an initial security freeze on their credit report.

Allows agencies to charge consumers 65 years of age or older a maximum fee of $5 for lifting, removing, or replacing a security freeze (previously allowed up to $5 for all freeze-related actions).

Maintains existing requirements that agencies place security freezes within 3 business days of receiving written requests and provide consumers with a unique personal identification number or password.

Makes conforming changes to Civil Code sections 1785.11.2 and 1785.15 related to consumer credit reporting and security freeze procedures.
