Authorizes Antelope Valley Transit Authority to operate a pilot program until January 1, 2018, equipping up to 25 buses (first 2 years) and up to 30 buses (thereafter) with illuminated advertising signs on transit buses.

Requires illuminated advertising signs to emit diffused, nonglaring light, display no more than 4,464 square inches, be placed only on vehicle sides (not front or rear), and not resemble or interfere with required vehicle lamps or reflectors.

Permits dynamic message signs in paging mode (2.7-10 second display) or streaming mode (2.7-10 second movement time), but requires static displays while buses operate on freeways.

Prohibits Antelope Valley Transit Authority from implementing the pilot program if the City of Santa Monica has at least one operational transit bus with illuminated signs under the existing Santa Monica pilot program as of March 1, 2013.

Requires Antelope Valley Transit Authority to submit a report by July 1, 2017, to the Legislature and California Highway Patrol on any adverse impacts to roadway and pedestrian safety from the illuminated advertising signs.
