Amends Penal Code Sections 26150 and 26155 to establish "good cause" for issuing concealed weapon licenses to hate crime victims.

Provides that good cause shall be conclusively established if an applicant has a law enforcement report on file evidencing they are a victim of a hate crime.

Applies to both county sheriffs (Section 26150) and municipal police chiefs (Section 26155) who issue concealed pistol, revolver, or other concealable firearm licenses.

Makes minor grammatical changes to existing language regarding licensing formats in counties with populations under 200,000 persons.
