Increases the maximum damage waiver charge for mid-range rental vehicles (manufacturer's suggested retail price $19,001-$34,999) from $15 to $18 per day for newer models, and from $9 to $11 per day for older models.

Requires damage waiver prices to be adjusted annually to reflect changes in the Consumer Price Index for All Urban Consumers.

Maintains existing protections requiring clear disclosure of damage waiver options, nature of liability, and statement that waivers are optional and may duplicate existing insurance coverage.
