Extends the Ralph C. Dills Act to employees of the Judicial Council and Administrative Office of the Courts, allowing them to form and join employee organizations for representation on employer-employee matters.

Designates the Administrative Director of the Courts as the employer representative required to meet and confer in good faith regarding wages, hours, and terms and conditions of employment, acting with authorization from the Judicial Council Chairperson.

Excludes from bargaining scope decisions regarding court system administration, court consolidation/merger, automation, facility design/location, service delivery, and court hours of operation.

Requires the Public Employment Relations Board to keep Judicial Council employees in separate bargaining units and not combine them with other state employees.

Permits the impact of excluded matters on employee wages, hours, and working conditions to remain subject to good faith negotiation and bargaining.
