AB 2382 - Innovative Delivery Team Demonstration Program

• Requires the California Department of Transportation and Santa Clara Valley Transportation Authority to enter into a memorandum of understanding by July 1, 2013 to implement a demonstration program testing innovative approaches for delivering transportation projects and services in Santa Clara County.

• Department must assign a program manager, local assistance liaison, and at least one project manager to work at the Authority's San Jose headquarters as department employees separate from the Authority.

• Authority assumes lead responsibility for state highway projects in Santa Clara County, including preparing project study reports, serving as lead agency for environmental approvals, acquiring rights-of-way, and awarding construction contracts.

• Authority must manage the local assistance process for projects in Santa Clara County and shall evaluate program effectiveness, submitting reports to the Legislature by July 1, 2015 and July 1, 2018.

• Demonstration program expires January 1, 2020 unless extended by legislation, and must comply with all applicable federal laws and regulations to protect federal funding.
