Authorizes a court to place a person into an electronic monitoring program operated by a private vendor, provided the program operates pursuant to a contract and standards complying with subdivision (j) of Penal Code Section 1203.016.

Requires private vendors operating electronic monitoring programs to demonstrate evidence of financial responsibility as part of contract requirements.

Clarifies that the bill is not intended to limit or restrict the use of electronic monitoring as a probation condition.

Adds Section 1203.019 to the California Penal Code to establish requirements for private vendor-operated electronic monitoring programs used in probation.
