Amends the California Fair Employment and Housing Act to define "sex" to include breastfeeding or medical conditions related to breastfeeding, in addition to existing protections for pregnancy and childbirth.

Clarifies that the definition of "sex" includes gender identity and gender expression, defining gender as sex-related appearance and behavior regardless of whether stereotypically associated with assigned sex at birth.

Expands the definition of "religious creed" to explicitly include religious dress and grooming practices, including religious clothing, head coverings, jewelry, and body hair worn as part of religious observance.

States that the amendments declaring breastfeeding as a protected class are declaratory of existing law, not a change in law.

Incorporates provisions from Assembly Bill 1964 if both bills become effective by January 1, 2013, with this bill enacted after AB 1964.
