Expands civil and administrative penalties under California's Occupational Safety and Health Act from school entities to include counties, cities, special districts, public authorities, public agencies, and joint powers authorities, with all penalties deposited into the Workers' Compensation Administration Revolving Fund rather than a separate Workplace Health and Safety Revolving Fund.

Allows covered entities to apply for refunds of civil penalties with interest if all violations are abated, no serious violations occur within two years, and refund applications are submitted within two years and six months of the original violation.

Requires unrefunded penalty moneys to be expended for grants to assist listed entities in establishing and maintaining occupational injury and illness prevention programs, regardless of whether penalties were assessed against specific entities.

Adds grant funding for occupational safety and health prevention programs to the authorized purposes for expenditure from the Workers' Compensation Administration Revolving Fund.

Excludes penalty portions distributed directly to aggrieved employees under the Labor Code Private Attorneys General Act from these provisions.
