Establishes a biomass incentive program in the Energy Commission to compensate producers and collectors of biomass materials from forest fuel reduction and fire prevention activities delivered to eligible biomass facilities.

Defines "eligible biomass facilities" as electric generation facilities using forest biomass from high- or medium-priority wildfire risk landscapes that comply with best management standards for water quality, soil productivity, biodiversity, and wildlife protection.

Defines "community scale biomass facilities" as biomass generation facilities under 3 megawatts located in high- or medium-priority wildfire risk areas that use only forest biomass materials from those landscapes.

Requires the Energy Commission to consult with the Department of Forestry and Fire Protection when establishing the incentive program and to encourage maximum hazardous forest fuels removal.
