Increases the net disposable income threshold for low-income child support adjustments from $1,000 to $1,500 per month, effective until January 1, 2018.

Requires the Judicial Council to adjust the $1,500 threshold annually for cost-of-living increases based on the California Consumer Price Index, beginning March 1, 2013.

Maintains the rebuttable presumption that obligors earning below the threshold are entitled to a low-income adjustment, which can be challenged if application would be unjust and inappropriate.

Requires computer programs used to calculate child support to prompt users whether to apply the low-income adjustment and display the permitted range of adjustment, rather than automatically calculating the amount.

Restores the original $1,000 threshold as of January 1, 2018, unless legislation extends the higher threshold before that date.
