Requires medical certification from a board-certified pediatrician be obtained before a temporary permit can be issued for employment of infants under one month old on motion picture sets.

Establishes the Entertainment Work Permit Fund in the State Treasury to receive fees from temporary entertainment work permits for minors.

Authorizes the Labor Commissioner to borrow up to $250,000 from the Labor Enforcement and Compliance Fund as a one-time startup loan for the temporary permit program.

Sets the maximum fee for temporary entertainment work permits at $50, with fees deposited into the Entertainment Work Permit Fund.

Temporary permits remain valid for no more than 10 days and cannot be issued if a parent or guardian has previously received a permit for that minor.
