State Department of State Hospitals must reimburse an independent entity to conduct a review and analysis of staffing ratios at state hospitals to determine appropriate levels for effective patient treatment.

Independent entity must complete its analysis by June 1, 2013, with findings submitted to the Legislature by August 1, 2013.

State Department of State Hospitals must provide necessary information to the independent entity to complete its analysis and provide recommendations.

Report must comply with Section 9795 of the Government Code.

Section 4140 automatically repeals on January 1, 2015, unless extended by a statute enacted before that date.
