Mandates each state hospital establish an injury and illness prevention committee with management and employee representatives that meets at least four times per year to recommend plan updates.

Requires state hospitals to develop incident reporting procedures to document patient assaults on employees and identify assault risks, with data accessible to staff and immediate notification to management.

Directs the Department of State Hospitals to submit updated prevention plans to the Legislature every two years, with this reporting requirement expiring four years after the first report is due.
