Prohibits licensed social rehabilitation facilities from employing more than one licensed physician or surgeon or registered nurse for every six residents.

Establishes that medical services provided by social rehabilitation facilities exceeding the staffing ratio shall not be considered incidental medical services.

Presumes rates charged by social rehabilitation facilities are excessive if they exceed 150 percent of the state rate for similar services, and requires the department to investigate such complaints.

Requires facilities charging excessive rates to either reduce rates or justify them in an administrative hearing, after which the department shall establish a reasonable rate the facility may charge.
