Requires the Department of Insurance to post all requests for findings of eligibility to seek compensation and all findings of eligibility on its Internet website during the eligibility period.

Authorizes any person to initiate or intervene in rate proceedings, challenge Commissioner actions, and enforce provisions related to insurance rate regulation under the Insurance Rate Reduction and Reform Act.

Permits the Commissioner or courts to award reasonable advocacy and witness fees and expenses to persons who represent consumer interests and make substantial contributions to adopted orders, regulations, or decisions, with applicants paying awards related to rate applications.

Removes language previously declared unconstitutional by courts and declares this removal to be declaratory of existing law rather than a substantive change.
