Authorizes eight specified district and private nonprofit hospitals in Mendocino County to enter into joint powers agreements with the Northern California Health Care Authority.

Allows the joint powers authority to conduct joint planning, allocate services, engage in joint purchasing and contracting, consolidate administrative services, and negotiate with health plans.

Requires public hearings with at least 14 days' notice before the authority can reduce or eliminate emergency services.

Prohibits participating nonprofit hospitals from levying taxes or assessments and restricts participation to nonprofit hospital corporations and public agencies only.

Declares that a special law is necessary due to unique circumstances facing the Northern California Health Care Authority and hospitals in Mendocino County.
