AB 241 Summary

• Extends the moratorium on new gambling authorizations and expansions in California counties, cities, and city and counties from January 1, 2015 to January 1, 2020
• Prohibits governing bodies and electors from authorizing legal gaming in jurisdictions that had not authorized it by January 1, 1996
• Prevents amendments to gaming ordinances in effect on January 1, 1996 that would expand gaming beyond what was permitted on that date
• Prohibits the gambling commission from issuing licenses for gambling establishments not licensed by December 31, 1999, unless an application was filed before September 1, 2000
• Moratorium provisions automatically repeal on January 1, 2020 unless extended by subsequent legislation enacted before that date
