Establishes a Youthful Offender Reentry competitive grant program administered by the California Emergency Management Agency targeting offenders ages 16-23 upon discharge from juvenile or state correctional facilities, or probation/parole

Provides grants to eligible nonprofit organizations and authorizes the agency to accept private contributions; clarifies that the bill does not mandate funding for the program

Requires eligible programs to provide integrated education and job training (50/50 split between classroom instruction and experiential training), postsecondary education assistance, counseling services, housing acquisition or rehabilitation, and leadership development training

Gives enrollment priority to youths identified as gang-affiliated or with gang-affiliated family members, with participation voluntary and enrollment occurring within 72 hours of discharge

Repeals on January 1, 2018, unless extended by later statute enacted before that date
