• Creates criminal penalties for possession of synthetic cannabinoids and synthetic stimulants, with possession of 28.5 grams or less of synthetic cannabinoids as an infraction punishable by up to $100 fine.

• Establishes that possession of 28.5 grams or less of synthetic stimulant compounds is punishable by up to one month in county jail or $500 fine, while possession of more than 28.5 grams of either substance is punishable by up to six months in county jail or $1,000 fine.

• Expands the definition of synthetic cannabinoids to include specific chemical compounds such as naphthoylindoles, naphthylmethylindoles, naphthoylpyrroles, naphthylmethylindenes, phenylacetylindoles, cyclohexylphenols, benzoylindoles, and adamantoylindoles.

• Authorizes school suspension or expulsion for pupils found to have unlawfully possessed, used, sold, or furnished synthetic cannabinoid or synthetic stimulant compounds or been under their influence.

• Permits lawful possession and use of these substances for bona fide research, instruction, or analysis if such possession does not violate federal law.
