Requires an independent third-party analysis of costs and benefits for any project submitted by the Bay Delta Conservation Plan to the Delta Plan, using the Department of Water Resources Economic Analysis Guidebook of 2008

Analysis must be completed and submitted to the Legislature either before project submission to the Delta Plan or by June 30, 2013, whichever occurs first

Third-party analyst selected by representatives from the Legislative Analyst's Office, Delta Protection Commission, and State Water Contractors

Analysis must evaluate total project costs, impacts on taxpayers and water ratepayers, and whether direct social benefits outweigh social costs using benefit-to-cost ratio or net benefits methodology

Funding for analysis capped at $1,000,000 and section sunsets on June 30, 2017
