Requires the Department of Water Resources to conduct an expedited evaluation and feasibility study of the Western Delta Intakes Concept, which proposes an intake facility on Sherman Island allowing natural freshwater flow through the Delta before water extraction.

The Western Delta Intakes Concept includes connecting tunnels and up to two million acre feet of storage near Clifton Court Forebay to balance water extraction during high and low flow periods, with the goal of achieving ecosystem restoration and reliable water exports.

Mandates the department consult with the Department of Fish and Game regarding environmental, ecological, water quality, and fish entrainment impacts of the proposed concept.

Requires the department to submit a report to the Legislature by January 1, 2014, including findings and, if feasible, specific facility recommendations and potential funding sources for implementation.

Appropriates $750,000 from the 2006 Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act funds to pay for the feasibility study costs.
