Amends Public Resources Code Section 4512 to revise state forest policy by requiring "equal consideration" to timber/forest products AND watershed protection, fisheries, wildlife, carbon sequestration, and recreational opportunities.

Amends Revenue and Taxation Code Section 38101.5 to similarly revise forest management policy to give "equal consideration" to timber/forest products AND watershed protection, fisheries, wildlife, employment, economic vitality, and recreational opportunities.

Adds language to both sections clarifying that the Legislature does not intend to take private property for public use without just compensation, as protected by state and federal constitutions.
