Prohibits persons publicly elected to any local office on or after January 1, 2013, from becoming members of the Public Employees' Retirement System (PERS) or acquiring any retirement benefits for that elective service.

Applies the same prohibition to persons appointed to fill the remainder of an elected official's term.

Grandfathers persons who obtained PERS membership through holding an elective local office prior to January 1, 2013, allowing them to retain membership and benefits for so long as they hold or are reelected to that office.

Prevents service credit from being earned or counted for any local elected office covered by the prohibition.

Does not restrict PERS membership or benefits for non-elected local government employees or for state-elected officials.
