AB 2429 Summary

• Prohibits persons appointed or publicly elected to part-time local offices from becoming members of any retirement system or acquiring retirement benefits for that service, effective January 1, 2013.

• Defines "full time" as requiring a minimum of five days and 40 hours per week of service, exclusive of holidays, or requiring the official to devote entire time and attention to the office with no outside employment.

• Exempts persons who obtained retirement system membership prior to January 1, 2013, allowing them to retain membership if they remain in or are reelected to their positions.

• Prohibits contracting agencies from providing health benefits under PEMHCA (Public Employees' Medical and Hospital Care Act) to persons first appointed or elected to part-time local offices after January 1, 2013.

• Bars local legislative bodies from providing retirement benefits, health insurance, car or home office allowances, and professional membership dues to persons first appointed or elected to part-time local offices after January 1, 2013.
