Amends Government Code Section 66540.12 to modify board member terms for the San Francisco Bay Area Water Emergency Transportation Authority (WETA)

Changes staggered terms for the next round of appointments following initial terms: two Governor-appointed members serve 2 years, one Governor-appointed member serves 6 years, and Senate Rules and Assembly Speaker-appointed members each serve 4 years

Establishes that all subsequent board appointments after the staggered terms shall revert to standard 6-year terms

Maintains the five-member board composition: three appointed by the Governor (subject to Senate confirmation), one by the Senate Committee on Rules, and one by the Speaker of the Assembly

All board members must be residents of a county in the bay area region and vacancies are filled immediately by the appointing power for the unexpired portion of the term
