Amends Penal Code Section 487 to establish grand theft when money, labor, or property is taken by agreement or prior arrangement in concert with one or more other individuals, if the aggregate amount taken exceeds $950.

Creates a new crime without requiring state reimbursement to local agencies or school districts under Article XIII B of the California Constitution.

Maintains existing grand theft thresholds of $950 for general property and lower thresholds ($250) for specific categories including farm crops, aquacultural products, and property taken by employees from employers.
