Changes Capitol Area Committee meeting requirement from at least quarterly to annually, while maintaining the ability to meet upon chairperson call or written request of any 3 members.

Extends the repeal date of Capitol Area Committee provisions from January 1, 2013 to January 1, 2018, continuing the committee's operation for an additional 5 years.

Expands the definition of "Historic State Capitol" to include portions of the State Capitol Building Annex containing historic fabric and Capitol Park.

Requires adoption of a master plan regarding Capitol Park by the Joint Rules Committee before Capitol Park is included in the historic State Capitol definition.

Defines "historic fabric" as original or added building materials, features, and finishes deemed historically or architecturally significant by the Historic State Capitol Commission.
