Makes funding available to the State Air Resources Board upon legislative appropriation for distributing rebates pursuant to the state board's established Clean Vehicle Rebate Project program criteria

Specifies that EPIC funding for clean vehicle rebates must supplement, not replace, other existing clean vehicle funding sources from the AB 118 Air Quality Improvement Program

Clarifies that the PUC has no authority to increase EPIC collections or order additional moneys for this purpose beyond the $15,000,000 allocation
