Requires local agencies adopting online filing to adopt an ordinance finding the system will operate securely and effectively without unduly burdening filers, with optional restrictions to specific filing types or monetary thresholds.

Mandates online filing systems use standardized formats compatible with the Secretary of State's system, include data integrity safeguards, provide electronic confirmation of receipt, and maintain secured official versions for at least 10 years.

Requires local filing officers to make all filed data publicly available on the Internet for free in an easily understood format, with street addresses and bank account numbers redacted from public view but available upon request.

Specifies that online or electronic filings satisfy signature and penalty of perjury requirements under Political Reform Act provisions, and eliminates the requirement to also file paper copies locally.
