CalRecycle must establish an interagency working group by March 31, 2013, including staff from the Department of Toxic Substances Control and other state environmental agencies to study compliance with state and federal law regarding end-of-life vehicles and appliances management.

The working group must submit a report to the director by October 31, 2014, addressing management compliance prior to export, public health and environmental risks, economic impacts on scrap metal recycling infrastructure, and other relevant disposal issues.

CalRecycle must post the working group's report on its Internet website.

The statute automatically repeals on January 1, 2018, unless another law enacted before that date extends or deletes the repeal date.
