Prohibits persons exempted from unsafe handgun restrictions (law enforcement, military, Department of Justice, etc.) from selling or transferring ownership of non-roster handguns to persons who are not similarly exempted.

Expands the definition of crime related to unsafe handguns under Penal Code Section 32000, with violations punishable by imprisonment in county jail not exceeding one year.

Applies retroactively to handguns acquired by exempt agencies that are not on the state roster of approved handguns for civilian sale.

Specifies that no state reimbursement is required for local agencies or school districts to implement this law, as it constitutes a change in criminal penalties and definitions.
